Fresh probe on Sabaragamuwa tragedy

The alleged ill-treatment of a student at a school in Warakapola and the consequent suicide by his father have erupted into a major issue with the Sabaragamuwa Province Chief Minister himself and the Education Ministry intervening.

Chief Minister Mahipala Herath has ordered a second inquiry regarding the issue. The student, Dilshan Kumar, was first allegedly ill-treated at Warakapola Gamini Vidyalaya and thereafter refused admission to another school, Ambepussa Maha Vidyalaya, before officials intervened to get him into a third school.

Police carried out investigations on a complaint lodged by the student’s mother, who claimed that her husband committed suicide because their child was denied admission to a school in the Warakapola area, after allegedly being mistreated at the other school. Sakunthala Selvaraja, a mother of five, alleged that the principal of the Gamini Vidyalaya had told her to take the child out of school and vowed she would not allow the child to be admitted to any other school in the area.

As a result of this, her husband committed suicide, Ms. Selvaraja claimed. The first inquiry was carried out by the Sabaragamuwa Province Department of Education and this led to the child being admitted to Bauddha Vidyalaya.

A Divisional Educational Officer said the child was admitted to Bauddha Vidyalaya on July 9 in the presence of Divisional Educational officials and the police.

However the Chief Minister said he was not satisfied with the inquiry carried out by the Provincial Department of Education, and he had ordered the Provincial Ministry of Education to conduct a second inquiry.

He said the teacher responsible for this injustice should be punished so that such incidents would not recur. Provincial Education Ministry Secretary H.P Kularatne said the second inquiry would look into whether the teacher at Gamini Vidyalaya had mentally or physically harmed the child. He said that pending the inquiry, they would transfer the teacher and the principal to another school.

Education Minister Susil Premajayantha said the ministry was awaiting the report of the second inquiry to decide on a course of action.

பிரபாகரன் உயிருடன் இருந்திருந்தால் உமது மகனுக்கு பாசாலை அனுமதி கிடைத்திருக்கும், அவர் இல்லாததால் அனுமதி தரமுடியாது என மகனுக்கு பாடசாலை அனுமதி கோரி அலைந்த கேகாலை வாசி ஒருவருக்குத் தெரிவிக்கப்பட்டதையடுத்து மனமுடைந்த அவர் தற்கொலை செய்துகொண்ட சம்பவம் ஒன்று சிறிலங்காவில் இடம்பெற்றுள்ளது.
40 வயதான பெருமாள் என்பவரே இவ்வாறு பரிதாபகரமாக தற்கொலை செய்துகொண்டவர் ஆவார்.

"எனது மகனை எந்தவொரு பாடசாலையிலும் சேர்க்க மறுத்துவிட்டனர். முன்னர் பிரபாகரன் இருந்ததால் அவர் குண்டு வைத்துவிடுவார் என்ற பயத்தில் உங்கள் பிள்ளையை பாடசாலையில் சேர்த்துக்கொண்டிருப்போம். இப்போ பிரபாகரன் உயிருடன் இல்லாததால் உங்கள் பிள்ளையை சேர்க்க முடியாது எனக் கூறிவிட்டனர். எனது கணவர் அவர்களின் காலில் விழுந்து மன்றாடினர். முடியவில்லை. அதனாலேயே அவர் தற்கொலை செய்து கொண்டார்" என இச்சம்பவம் தொடர்பாக மரண விசாரணையில் சாட்சியமளித்த அவரது மனைவி தெரிவித்தார்.

தனது மகனை பாடசாலையில் சேர்க்க முடியாத காரணத்தால் மனமுடைந்து தற்கொலை செய்துகொண்ட வறக்காப்பொல கிராம வீதியைச் சேர்ந்த பீ.பெருமாள் குமார் (வயது 40) என்பவரின் மரண விசாரணையில் சாட்சியமளித்த போதே அவரது மனைவியான சகுந்தலா இந்தத் தகவல்களைத் தெரிவித்தார்.

கேகாலை திடீர் மரண விசாரணை அதிகாரி றொகான் பி.நிசங்க முன்னிலையில் நடைபெற்ற மரண விசாரணையில் சாட்சியமளித்த மனைவி மேலும் கூறியதாவது:

எனது கணவர் கூலி வேலை செய்பவர். இதனால் எமது மகன் பாடசாலைக்கு சென்றால் தலையில் குட்டுகின்றனர், கேலி செய்கின்றனர், திட்டுகின்றனர். இதனால் அவர் அங்கு தொடர்ந்து கல்வி கற்க மறுப்புத் தெரிவித்து வந்தார்.

இதனால் அந்தப் பாடசாலையில் இருந்து மகனை விலக்கி வேறு பாடசாலையில் சேர்க்க முற்பட்டபோது எந்தவொரு பாடசாலையிலும் எமது மகனை ஏற்றுக்கொள்ளவில்லை. அதற்கு மாறாக சில பாடசாலை அதிபர்கள் முன்னர் எனது பிள்ளை கல்வி கற்ற பாடசாலையின் அதிபரிடம் மன்னிப்புக் கடிதம் கோரினர். மன்னிப்புக் கடிதம் இல்லாவிட்டால் பாடசாலையில் சேர்க்க முடியாது என்று தெரிவித்துவிட்டனர்.

பிரபாகரன் உயிருடன் இருந்திருந்தால், குண்டு வைப்பார் என்ற அச்சம் காரணமாக உங்கள் பிள்ளையினை பாடசாலையில் சேர்த்துக்கொள்ளலாம். தற்போது பிரபாகரனும் உயிருடன் இல்லை. இந்நிலையில் எக்காரணம் கொண்டும் எந்தவொரு பாடசாலையிலும் சேர்க்க அனுமதிக்க மாட்டோம் என அழுத்தமாக கூறினர்.

இதனால் மிகுந்த கவலை கொண்டு எனது கணவர் மகனை கட்டித்தழுவி உச்சி முகர்ந்த பின்னர் நஞ்சு அருந்தி தற்கொலை செய்துகொண்டார்.

வறக்காபொல தம்பலதெனிய பாடசாலையில் எனது மகன் 2 ஆம் வகுப்பில் கல்வி கற்றான். அங்கு அவனுக்கு சக மாணவர்கள் மற்றும் ஆசிரியர்கள் தொடர்ந்து 2 மாதமாக பல்வேறு துன்பங்களை கொடுத்தனர்.

வகுப்பு ஆசிரியர் தும்புத்தடியால் அடிப்பார், தலையில் குட்டுவார், தடியால் அடிப்பார், கீழ்த்தரமான வார்த்தையால் திட்டுவார். இதனால் எனது மகன் பாடசாலைக்கு செல்ல மறுத்தார்.

இதன் காரணமாக அந்தப் பாடசாலையில் இருந்து எனது பிள்ளையை விலக்கி, அம்பேபுஸ்ஸ வித்தியாலயம், வறக்காபொல காமினி வித்தியாலயம், அல்லியத்த வித்தியாலயம் உள்ளிட்ட பாடசாலைகளின் அனுமதி கேட்டும் உரிய பயன் கிடைக்கவில்லை, சில பாடசாலை அதிபர்களின் காலடியில் வீழ்ந்து மன்றாடியும் பலன் கிடைக்கவில்லை. இதனால் தான் எனது கணவர் தற்கொலை செய்துகொண்டார் என்று அவர் தெரிவித்தார்.

சாட்சியத்தைப் பதிவு செய்த மரண விசாரணை அதிகாரி நஞ்சு அருந்தியதால் உடலில் விசம் பாய்ந்து உயிரிழந்ததாகத் தீர்ப்பளித்தார்.

இதேவேளையில் இச்சம்பவம் குறித்து விசாரணை நடத்தி உரிய நடவடிக்கை மேற்கொள்ள வேண்டும் என சப்ரமுகவ மாகாண கல்வி அமைச்சின் செயலாளர் ஹேரத் பீ.குலரட்ன பணிப்புரை விடுத்துள்ளார்.

இதனைத்தவிர கேகாலை வலயக் கல்விப் பணிப்பாளர் எச்.ஏ.ஹேமாவத்தி தலைமையில் மற்றொரு விசாரணையும் இடம்பெறுகின்றது.
