Resettled IDPs in Jaffna ordered to register particulars with SLA, SLN
[TamilNet, Tuesday, 15 December 2009, 03:13 GMT]

The Internally Displaced Persons (IDPs) brought from Vanni camps and resettled in Jaffna have been ordered to register their particulars with the local civil administrative authorities of Sri Lanka Army (SLA) or Sri Lanka Navy (SLN), sources in Jaffna said. These IDPs who had already registered their particulars with their local Village Officers are again being subjected to endless inconvenience, the sources added. The IDPs in Jaffna peninsula and the islets cannot move freely without the Family Registration Certificate (FRC) issued by SLA or SLN.

According to the new order the IDPs have to register all details of their family members along with their photos with their local SLA/SLN civil authorities and obtain the FRC.

The IDPs resettled in the islets of Jaffna are unable to move freely without the FRC.

Being repeatedly subjected to restrictions has created frustration among the resettled IDPs in Jaffna, the sources said.

SLN erects mini-camp in Kaaraitheevu in Ampaa’rai district
[TamilNet, Tuesday, 15 December 2009, 02:41 GMT]

More than 20 Sri Lanka Navy (SLN) men are engaged in erecting a mini-camp on the coast of Kaaraitheevu – 3, in Ampaarai district since Sunday, sources in Ampaarai said. A mini police station had been established last month in this same area and the setting up of a SLN mini-camp has caused fear among the local residents. Kaaraitheevu people have complained to Regional Secretary, S. Ramakrishnan and V. Krishnamoorthy, the District Coordinator of National Integration Ministry about the setting up of the SLN mini-camp.

Krishnamoorthy took up this matter with P. Jayasinghe, the SLN officer in charge and told him that the sudden setting up of the mini-camp has caused fear among the people and that it may adversely affect the votes for Mahinda Rajapakse in the forthcoming presidential election.

There are no motor boat fishing in Kaaraitheevu and the fisherman here engage only in coast net fishing, Krishnamoorthy told Jayasinghe.

Jayasinghe informed Krishnamoorthy that SLN is to erect around 40 mini-camps along the eastern coast as a part of the sea surveillance in keeping with orders from higher authorities and that there will be no inconvenience to the residents.

He added that the request will be forwarded to his superiors and their response will be conveyed to Krishnamoorthy.

[TamilNet, Monday, 14 December 2009, 14:19 GMT]
Ranil Wicremasinghe, the leader of the opposition, currently in Jaffna canvassing for Sarath Fonseka in the presidential election, witnessed ordinary people getting down from their vehicles to stand at the edge of the road when they saw the convoy of vehicles he was travelling in happened to pass by. He expressed concern to the journalists travelling with him that the people of Jaffna are still gripped in fear of the armed forces and that he could see how they had been traumatized due to harassment and intimidation by the armed forces during the war.

Ranil Wickemasinghe told the journalists that he sincerely expects the people of Jaffna to move freely without fear or restrictions.
