Draft resolution on Lanka before European Parliament

A draft resolution on Sri Lanka put forward to the European Parliament, which will be debated today and is likely to be adopted, has called for the “rapid and full implementation” of the 13th Amendment to the Sri Lankan Constitution.
The draft resolution which was handed over yesterday, a copy of which was obtained by Daily Mirror online, says the Sri Lankan Government needs to be generous and proactive in addressing the concerns and interests of its Tamil citizens and to implement rapidly and fully the 13th Amendment to the Sri Lankan Constitution, as well as further and significant devolution measures so that the Tamil peoples, too, see the defeat of the LTTE as a liberation.
It also says that Sri Lanka's economic recovery will depend greatly on foreign direct investment and also on continued EU support.
The draft resolution, among other points, also calls for also expresses serious concerns about overcrowding and inadequate access to clean water, sanitation and medical facilities for the IDPs.
It also notes that the human rights situation is unlikely to improve without the involvement of permanent international observers, in particular from organisations such as the International Committee of the Red Cross (ICRC).
The draft report calls on all Tamil leaders to commit to a political settlement and to renounce terrorism and violence once and for all.
It recognizes Sri Lanka's development of a National Plan of Action for the Encouragement of Human Rights (NHRAP) and also welcomes the introduction of the Victim and Witness Assistance and Protection Bill and acknowledges the peaceful holding of local elections in northern Sri Lanka.
The draft resolution will be debated at the European Parliament later today, changes made to it if required and will be adopted, EU sources told Daily Mirror online.

I want to comment only on the clause "Tamil peoples, too, see the defeat of the LTTE as a liberation". I am sure; if not overtly; at least covertly; tamils already admit that the defeat of LTTE is a "liberation" for them too. When bombs blasted unawares sending human flesh to smithereens it did not differentiate between the ethnicities of civilians. When fighting broke out between security forces and LTTE cadres; mostly tamils civilians were caught in the cross fire; that is no more; exorbitant and unreasonable "taxes" were forced by LTTE on civilians; that is no more; tamil diaspora was mostly forced to part with huge amounts of "contributions" by the LTTE at "gun point"; that is no more; so on and so on. Thus just as much the country that is Sri Lanka; Sri Lankan community gained due to the forthright policy of incumbent leadership in annihilating the LTTE war machine. Things to correct are minimum compared to what would have been if LTTE was allowed to continue to prosper. So lets go step by step "correct" whatever "grievances" the tamils have; not at the whims and fancies of Europe, UN, or whatever exotic gatherings. If the resolve is there we together can raise like the proverbial Phoenix and make Sri Lanka a real paradise.

This is India's job and duty as per peace accrod 1987, but as usual they did all for their interest not for Srilankans Interst.Whenever they want they can pull Srilanaks. Please for the God sake, forget Indians or other.Srilankas are rich enoguh to invest and develop the own counrty so please welcome tamils than Indian to invest and have a law and order in this country. This is an excellent draft. Once it's adopted, EP/EU should manke sure that each and every point is carried out by GOSL and in failure to do so, then 1)sanctions should be imposed immediately; 2) funding by all international bodies should be stopped; 3) war criminals should be charged and produced before the international court of justice.

Hope SL Govt can see the moves made by International govt. including US, EC and etc. it's time we implement some solution and both Tamil and Sinhalease live togater in Peace. It's time to leave behind devisive polictic's used in the past by UNP and SLFP to get majority votes.. That might have helped them .. Not Srilankan Citizens.. there is no need for us to be going as refugees... migrants, etc..

In 1945,British made some mistakes when gave independence to Srilanka.Even with that mistakes, people can live peacefully. But, from 1945 to date, the political partities have done lot of changes to attract more voters. However, those changes have increased the mistakes and then conflicts,and then War.Now EU try to amend those. Nothing wrong. It is advice the people who opposite Eu's attitude to read the amenments from 1945 to date are correct or not. If it is correct, Eu also correct

This resolution will expire immediately after extending GSP+. Tamils know very well about SL Govt s solutions since SJ Selva s time.

What's wrong in calling SL to implement its own constitution fully. Remember SL is ruled or misruled by EMERGENCY laws, curtailing rights of every citizen of this country enshrined in the constitution, for the last several decades. This is the reason why we allow others to poke their finger into our affairs.
