Governor's interference is too much in Eastern PC
Interference of Eastern Province Governor Rear Admiral Mohan Wijewickrema in the affairs of the Eastern Provincial Council is too much and beyond his limit and comparatively more than the governors of other provinces, Eastern Provincial Council Health Minister M. L. A. M. Hisbullah has said in an interview to a Tamil weekly.
The Board of Ministers and the members of the Provincial Council have no power even to appoint a sanitary labourer to an office. We have brought this to the notice of the President and others concerned and waiting for redress" he has said.
Mr. Hisbullah said the Governor wants to have the control of the council from A to Z. He has no regard for the Board of Ministers and members. “We are frustrated by the way the Governor is manipulating. He deliberately delays giving his assent to few statutes the council enacted”, the minister added in his wide ranging interview.
"We have discussed this issue with the Chief Ministers and the Board of Ministers of the other provinces at several meetings. It is crystal clear from our discussions that the Governors of the other provinces do not interfere in the affairs of the respective councils.” The minister said.
He has said the other Governors give fullest support and co-operation for the Chief Ministers, Board of Ministers and members and added that unfortunately in the Eastern Province, it is just the opposite.
“We are people's representatives and we are duty bound to serve our people. But we are made lame ducks by the Governor", Minister Hisbullah added.
Eastern Provincial Council shall be a good model for smoothly run Provincial Council since the centre - province relationship under the 13th Amendment of the constitution is focused very much on the council after judicial de-merger, liberating the province from the LTTE, holding the PC election last year and installing an elected provincial administration after nearly 20 years, Hisbullah said.
It is said that the Governor, who is the agent of the centre, acts in this manner, then the people will lose confidence on the commitment of the government to share the powers with the province specially when the Northern province is liberated from the LTTE and geared to have its own elected administration in the near future", commented a constitutional expert.
